Plan Commission Meeting
April 26, 2004
6:30 P.M.
Meeting minutes, April 26, 2004 (Due to the absence of secretary Eckman, minutes were taken by Commissioner Gladwin)
Commissioners present; Ben Brown, Harry Gladwin, William Jelinek, Caroline Lemke, Hal Schrage, Chairperson Diana Smith
Commissioners absent; Ann Eckman
1. Chairperson Smith called the meeting to order at 6:31 PM
2. Minutes of the March 22, 2004 meeting were reviewed and amended (Caroline Lemke was present). Motion to approve by Caroline Lemke, seconded by Harry Gladwin was passed unanimously.
3. No public comment was given.
4. The draft of application form was reviewed, and changes were made. A motion to accept the final draft and recommend it to the Town Board for approval was proposed by Hal Schrage and seconded by Bill Jelinek. The motion passed unanimously.
5. The flow chart for Conditional Use Process was reviewed and amended. A motion to accept the final draft and recommend it to the Town Board for approval was made by Hal Schrage and seconded by Caroline Lemke. The motion passed unanimously.
6. Chairperson Smith reported on the Lincoln County Planning and Zoning Committee April 8 2004 meeting. No Action/Recommendation to the Town Board is necessary.
7. Chairperson Smith reported on the Code Review Committee meeting of March 11 2004. No Action/Recommendation to the Town Board is necessary.
8. Chairperson Smith reported on the April 14 Quad meeting for Code Review. The potential open house was discussed and the committee decided at least one planning meeting was necessary before an open house would be possible. This meeting would be held on May 3rd with Town Board approval.
9. Discussion on decision –making process for Plan Commission was tabled and will be re scheduled for a future meeting.
10. Items of interest or concern to Commission members:
Commissioner Jelinek discussed the recent board of adjustment meeting.
Commissioner Schrage expressed concerns of wind generators and their effect on the town and it’s land
use plan.
Chairperson Smith discussed an informal meeting of eight town planning people and their concerns of:
A. County enforcement of zoning violations.
B. Mechanism requiring Code Commission to incorporate Town concerns in decisions of code rewrite.
11. No comments were given.
12 A special meeting will be held on May 3rd at 6:30 PM with Town Board permission..
13. A motion to adjourn was made by Hal Schrage, seconded by Harry Gladwin and passed unanimously.
