April's Land Use Planning Minutes
"UNAPPROVED MINUTES"
Plan Commission Meeting
April 27, 2005
6:30 P.M.
Plan Commissioners Present: Ben Brown, Harry Gladwin, Bill Jelinek, Hal Shrage, Diana Smith
Plan Commissioners Absent: Ann Eckman, Carolyn Lemke
The meeting agenda was planned for Lincoln County Town Representatives and their members, and, was hosted by Lincoln County Zoning and UW Extension to discuss adoption of the new Lincoln County Zoning Code.
Dan Miller, Administrator for Lincoln County Zoning Department chaired the meeting, Supported by Dan Bowers, Zoning Specialist of Lincoln County, and Art Lersch, UW Extension Agent.
Miller asked everyone to introduce themselves, and requested that at least one representative from each town present occupy a seat at the rectangular "Round Table".
Several handouts were made available to all present:
State Mandates - Program Responsibility of the Zoning Dept.
Permit Processes
Zoning District Description
Lincoln County Zoning District and Land Use Tables
Contact Numbers for Frequently Asked Questions
Miller focused his comments briefly on each of the above handouts. He then proceeded to comment extensively on the following subject areas:
1. What are the Zoning Dept. obligations for code enforcement and administration by statue and ordinance?
2. How does the Zoning Dept. process the various permit applications received by the Zoning Dept?
3. What is the Town's role in the different permit processes?
Following Miller's presentation, Art Larch moderated a "Round Table" discussion of various zoning, and Town Issues regarding the Zoning Ordinance and the adoption process to which Miller and Bowers also contributed. Another of the issues was should a city annex lands within a shore land area a county would retain jurisdiction over shore land regulation.
The Town of Bradley's concern about Contractor Shops not being included in the Town's Business District was not discussed or processed because some of the Town's which were present preferred that specific issues should be considered collectively by all Town's; not presented to the P and Z Committee one at a time. The assembled group suggested that these issues and the Zoning Code adoption process should be considered at a Unit Meeting of the Town Association.
Several Towns which were present recommended a follow up meeting to be scheduled June 30, 2005, to consider the specific issues of each Town.
Adjournment: 9PM Recorder
Hal Schrage
