"UNAPPROVED MINUTES"

Town Board Regular Meeting

April 10, 2007   

6:00 P.M.

 

Chairman Jack Huston called the meeting to order. Present were Supervisors Joan Hilgendorf, Bill Jelinek and Kevin Koth.

 

Following the Pledge of Allegiance Phyllis Evans gave the treasurer’s report as follows:  Building & Office Equipment Fund - $36,866.78 Equipment Fund - $11,704.06, General Savings Account - $160,042.29 Checking Account - $147,897.46. Two Greenwood Cemetery CD’s - $135,416.53 and $10,539.68. M/M Koth/Hilgendorf to accept the report. Passed 4-0

 

M/M Hilgendorf/Koth to approve the minutes of the meeting of March 12th with corrections. Passed 4-0

M/M Koth/Huston to approve the payment of vouchers #14098 through #14155. Passed 4-0

 

The clerk read a note from Elsie Bartz thanking everyone for the open house that was held in her honor.

 

Lincoln County Emergency Management Director Brian Sladek spoke on the National Incident Management System (NIMS), which is an application of standardized procedures and preparedness measures in case of large-scale emergencies or disasters. He outlined some of the training courses that will have to be taken, some on the Internet.

 

Robert Eisenman gave the road and road tour reports: The grubbing and crack filling bids have been drawn up and sent out.

 

Letters will be sent to Toby Selmer with a copy to the Sheriff’s Dept. concerning the leaves in the ditch by his property, Ernie and Paul Winker about all the junk in their yards with a copy to Lincoln County Zoning and a letter to zoning concerning the condition of the yard on the Hartwig property on West Kraft Road.

 

M/M Koth/Hilgendorf to repair the 2007 truck fender. The estimate is $887.66 and the clerk will notify Country Insurance. Passed 4-0

 

It was discussed and agreed that whenever Wisconsin Public Service works on road right-of-way they will have to fill out a Limited Highway Easement Right of Entry form. Wording will be added to the form stating “all work must be approved by the town before the project is started”.

 

David Lemke completed the survey at Theisen Park and the clerk will register the survey with Lincoln County.

 

M/M Jelinek/Hilgendorf to purchase the slabs for the boat landings on Bay Mill and Herb Mitchell Roads. Passed 4-0

 

The assessor noted that Lincoln County Tax Description had made an error on a parcel that resulted in a double assessment. Payment of the tax as a result will be placed on the May agenda.

 

M/M Jelinek/Huston to sign the Waterways Commission Financial Assistance Application Resolution. Passed 4-0

 

The clerk will check with Attorney Alberg concerning the legality of leasing property to bury stumps when a covenant exists.

 

The clerk will write a letter to Silver Birch concerning the personal property tax error made by their accountant which resulted in an overpayment. Reimbursement will depend on whether the WI Dept. of Revenue approves the charge back.

 

The clerk will place an ad in the paper thanking Audrey’s Attic for the $300.00 donation made to the playground equipment fund.

 

Supervisor Hilgendorf will get more prices and information on replacing the flooring in the old part of the town hall.

 

Supervisor Koth will look into the regulations for park equipment and draw up a plan for locations of the equipment before we purchase any.

 

The board acted on the following Plan Commission recommendations:

M/M Hilgendorf/Koth to approve the conditional use request by William Maki to allow an expanded home occupation on his property on Hwy A with the conditions set in the zoning staff report with the exception of “G” The recommendation from the board is that it be changed to read “No semi-tractor trailers shall load or unload between 10 P.M. & 5:30 P.M. weekdays which omits the words “leave or return”. Passed 4-0

 

M/M Koth/Jelinek to have Nic Sparacio of Foth Infrastructure & Environment, LLC to create step by step applicant instructions and process flow charts for major and minor subdivisions, rezoning and conditional use processes. Passed 4-0

 

The clerk will check with Attorney Alberg for an opinion on whether fines should be included in the citation ordinance or the fee schedule.

 

The Plan Commission will get back to the board on recommendations for violations of the Sub-division Ordinance.

 

Yard waste will be accepted at the Tannery dump site from April 14th to May 19th.

 

Koth will look into having the boys school group clean up the old part of the cemetery.

 

Hilgendorf asked the clerk to check to see what has been spent so far for the lawsuit against the county.

 

M/M Hilgendorf/Koth to adjourn. Passed 4-0
