Town Board Regular Meeting
August 13, 2007
6:00 Meeting
Chairman Jack Huston called the meeting to order. Present were Supervisors Joan Hilgendorf, Bill Jelinek and Kevin Koth.
Following the Pledge of Allegiance Phyllis Evans gave the treasurer’s report as follows: Building & Office Equipment Fund - $37,014.29 Equipment Fund - $11,753.25, General Savings Account - $40,520.84 Checking Account - $497,953.80 Two Greenwood Cemetery CD’s - $135,416.53 and $10,539.68. M/M Hilgendorf/Koth to accept the report. Passed 4-0
M/M Hilgendorf/Koth to approve the minutes of July 9, 2007 as corrected. Passed 4-0
M/M Koth/Hilgendorf to approve the payment of vouchers #14348 through #14421. Passed 4-0
M/M Koth/Jelinek to approve the operator’s license for Rose Niemec. Passed 4-0
There was no correspondence.
M/M Koth/Hilgendorf to sign the Waterway Marker Application for temporary buoys on Clear Lake to mark EWM areas. Passed 4-0
M/M Hilgendorf/Jelinek to allow the right-of-way easement to run a septic tube across Sand Lane for Jeff Arnold. Passed 4-0
Byron Lange will contact Surveyor David Lemke to draw up a legal description of the .197 acres by Theisen Park that Shirley Spees has offered to sell the town. The town will contact WPS to ask that they move their power line that crosses her property. Also the town will pay for all legal costs. A special town meeting will be held at a later date.
M/M Koth/Hilgendorf to introduce the resolution for the discontinuance of an ally in the Village of Bradley. Passed 4-0. A public hearing has been set for October 8th at 5:30 P.M.
No action was taken on Lincoln County Zoning’s proposed fencing ordinance.
M/M Koth/Huston to approve the fireworks permit for Billy Bob’s grand opening for September 2nd, 9:30 to 10:30 P.M. Passed 4-0
Byron Lange reported that the road crew would be working on Behling Road to get ready for pulverizing. Also Mitchell and Wadell Roads will be worked on. He met with WPS and they agreed that due to poor planning on their part for Behling Road, they would move the utilities at no cost to the town. A letter will be written to WPS concerning Peaceful Valley and Beach Roads due to the fact that there are safety concerns on both these roads.
Byron will look into having Koth pulverized at the same time that Wadell is done to see if both roads can be done for the same price.
M/M Jelinek/Huston to have Langlade County do the striping on Kings Road for a cost of $3,000.00. Passed 4-0. The quote from Century Fence was $5,550.00.
A Stipulation Order has been received signed by Judge Hartley acknowledging that Sand Lane is 17 feet wide.
Bob Eisenman will get a price on replacing the springs on the garbage truck.
M/M Jelinek/Hilgendorf to approve a proposed conditional use permit by Ron Van Dusen for the Tomahawk Speedway to hold a motorcycle race during the Harley Fall Ride weekend for two days between 5:00 pm to 11:00 pm. and five snow mobile races (2 days each) between 3:00pm to 11:00pm Saturday and 9:00am to 4:30 pm Sunday during the winter. This will be done on a three-year trial.
M/M Jelinek/Koth to
approve the conditional use permit request by Ed Frary Parcel # 263406.016.002
for extended use of a 7’ x 24’ fifth wheel camper while a storage building
is constructed in 2008 and a residence in 2009 with conditions suggested in the
Lincoln County staff report.
The following conditions will apply:
A. Shall be not more than one occupied camping unit.
B. Adequate sanitation meeting all applicable State and County regulations, such as a private on-site waste disposal system or privy, shall be required.
C. This conditional use for the camper as a principal structure will expire on December 31, 2010.
M/M Hilgendorf/Koth to approve a proposed zoning change request by Dan Obermann of parcel #293406.016.002 from Forestry to Rural Lands 2. He is currently in violation- result of purchasing 20 acres instead of 35 (this solution was recommended by Lincoln County Zoning). Motion passed 3-0 with Jelinek voting no.
Supervisor Koth reported that the swing sets have been delivered, painting at Kahle Park is finished, spraying was done at Kahle Park for ground hornets and LP has donated siding for the concession stand.
Supervisor Hilgendorf reported that the floor is done and that Kim Koth gave two weeks notice. Laurel and Adam Scherer will do the cleaning.
The Quit Claim Deed had been received for Outlot 1 in East Bay Estates. The clerk will register it.
Brian Gruhlke offered his mother’s refrigerator for Kahle Park for $50.00 and 5 yards of gravel. The board accepted his offer.
Bob Eisenman brought up the fact that the town’s payment to his Nationwide Retirement Solutions had been credited to the wrong account. The clerk stated that she has been working on straightening this out since July 9th.
M/M to Koth/Hilgendorf to adjourn. Passed 4-0
