"UNAPPROVED MINUTES"

Town Board Regular Meeting

August 11, 2008  

6:00 P.M.

 

Chairman Jack Huston called the meeting to order. Present were Supervisors Joan Hilgendorf, Bill Jelinek and Kevin Koth.

 

Following the Pledge of Allegiance Phyllis Evans gave the treasurer’s report as follows:  Building & Office Equipment Fund - $35,588.46 Equipment Fund - $77,816.05, General Savings Account - $130,549.81 Checking Account - $37,758.29 Two Greenwood Cemetery CD’s - $135,416.53 and $10,918.58. M/M Hilgendorf/Koth to accept the report. Passed 4-0

 

M/M Jelinek/Koth to approve the minutes of two meetings on July 14th. Passed 4-0

 

M/M Hilgendorf/Koth to approve payment of vouchers #1717 through #1787. Passed 4-0.

 

The board discussed the letter from Lincoln County Zoning concerning the condition of the Fulsher School Property where it was stated by Dan Bowers, Zoning Specialist “I understand that he does have a lot of stuff stored outside but for the most part that is not unlawful. The board will have the clerk write a letter to the zoning committee and to Bob Lussow, Jim Alber and Dave Fox concerning the ongoing complaints the town gets to see if anything more can be done.

 

Mary Novak, resident on Beach Road asked if something could be done about the standing water and the road washing out due to the water system that the mink ranch is using. Byron Lange said that the town was planning on ditching on the north side of the road to help the drainage within the next couple weeks.

 

Plan Commission chair gave his report and recommendations.

 

M/M Hilgendorf/Koth to approve the minor land division request for the Ella Rapel estate for parcel #04.043506.018.070.01.00 to create one saleable lot and an out lot. Passed 4-0

 

M/M Jelinek/Koth to approve the minor land division request for the Ella Rapel estate for parcel #04.093506.001.001.00.00. Passed 4-0

 

M/M Koth/Hilgendorf to approve the minor land division request for the Ella Rapel estate for parcel  # 04.033506.011.001.00.00. Passed 4-0

 

M/M Hilgendorf/Huston to refund Lawrence Carstensen’s Bradley Plan Commission rezone fee as it was a mapping error. Passed 4-0

 

M/M Hilgendorf/Koth to approve the mobile home permit for Bill and Patricia Huebner to be placed on Tomahawk River Road. Passed 4-0.

 

Byron Lange reported that Koth Road has been center lined, Duffek is working on Peaceful Valley Road. The DNR finally approved a 4-foot culvert for Peaceful Valley Road, but told them to cut down on the riprap for turtle crossing. He also met with Lester Schmit, Brian Gruhlke and Joe Cronick to discuss the placement of a driveway on Graf Road.

 

The beaver trapping agreement between the town and Bob Eisenman will be rewritten, as the road crew will be pulling the beaver dams after Bob has trapped the beaver.

 

M/M Huston/Hilgendorf to have the slabs and other material buried that was dumped in Bob Eisenman’s field. Passed 4-0

 

M/M Koth/Jelinek to purchase two tires for the 2003 Chevrolet from Backroads for approximately $495.00

 

A letter will be written to the property owner on Rapel Road to clean up the concrete that was poured in the town right-of-way.

 

Supervisor Jelinek said that he feels that all new hires, including part-time should have physicals, including a hearing test. Huston said that he also feels that any time an employee is involved in an accident, they should have a drug/alcohol test to protect the town. The clerk will check into the types and cost of physicals.

 

M/M Jelinek/Hilgendorf to write a letter of support for the Friends of Lake Mohawksin for an AIS Grant. Hilgendorf asked that a line be added stating, ”This does not imply monetary support.”

Hal Schrage asked that the town think about contributing, as it would be good for the town’s image.

 

The board gave Assessor Caroline Lemke permission to look into a different assessment computer program that would be compatible with the Lincoln County program.

 

The clerk has not heard from Attorney Alberg concerning the non-payment of mobile home fees from North Country Court/Quest Development.

 

Supervisor Jelinek said that Foley’s Tree Service would be working at the cemetery cleaning dead limbs and trimming soon. Jelinek is looking into prices for a new mower for next year. The cemetery sexton will be repairing and painting the bridge.

 

Supervisor Koth reported that Laurel Sherer will no longer be mowing or cleaning so Rick Jahns will be helping out at the parks on Monday and Fridays’.

 

Supervisor Hilgendorf said that she is looking for someone to clean now that Laurel will no longer be doing it.

 

M/M Hilgendorf/Koth to adjourn. Motion passed.
