December's Board Meeting Minutes
Town Board Pre-Meeting
December 12th, 2005
5:30 P.M.
Chairman Jack Huston called the meeting to order. Present were Supervisors Elsie Bartz, Bill Jelinek and Kevin Koth.
Vouchers had been signed.
Plan Commission Chair Diana Smith reported on the progress of the map changes. 34 letters have been sent out to landowners where errors had been found. There have only been two responses so far.
The next meeting will be December 19th at 10:30 A.M..

Town Board Regular Meeting
December 12th, 2005
Immediately Following 5:30 Meeting
Following the Pledge of Allegiance Phyllis Evans gave the Treasurer’s report: Building Fund - $22,216.68, Equipment Fund - $146,506.51, General Savings Account - $28,018.85, Checking Account - $129.487.57, Indebtedness - $210,615.53. Two Greenwood Cemetery CD’s - $136,184.51 and $10,135.76. M/M Koth/Bartz to accept the report. Passed 4-0
M/M Koth/Bartz to approve the minutes of 11-14 (5), and 11-28 with corrections Passed 4-0
M/M Koth/Jelinek to approve vouchers #12969 through #13031. Passed 4-0
There were no license applications or correspondence.
Road Consultant Byron Lange asked that a vehicle distance measure be purchased to measure roads. The state WISLER program now needs road distances measured in feet instead of tenths of a mile. Price estimate is approx. $500.00 He and Bob Eisenman will look for further information. He also said that the town should look into purchasing a use pick-up truck for the road crew as Bob Eisenman is using his personal vehicle.
Byron also said that the town should look at the purchase of a tank for storing regular gas. He fells that it would pay for itself in a couple years with the tax savings and bulk purchases. Bob will check into tank, vault and permit costs.
Several years ago the D.O.T. backed off the road length of Alery Road from 1.49 to 1.42 miles for the gas tax listing due to a gate that was placed across the road. M/M Bartz/Huston that the town declare that the road is 1.49 miles long. Passed 4-0. A letter will be sent to Don Nelson asking that the gate be moved in the spring. A “private road” sign will be placed beyond the gate after it is moved.
Douglas Sprague is trying to sell his property and was under the understanding that Alery Road ran further than the 1.49 miles. Due to the fact that it doesn’t, he needs an easement across 53 feet to have access to his property. If he cannot get access he is landlocked and cannot sell his property. The board said that he should talk to the Nelson’s and George Alery to see if they can come to an agreement.
Supervisor Koth left at 6:50.
Realtor Michael Redmond appeared to again ask about abandoning part of the turn-around near Crystal Beach in order to give an interested buyer of a lot needed area to build a house. Attorney Alberg had noted that he was satisfied that the turn-around is a town road due to usage and maintenance of the road over several years. The board agreed with Albers decision and said that Mr. Redmond should contact the adjoining landowner, Mr. Neilson to see if he would be willing to sell a portion of his property to give the needed area.
M/M Bartz/Jelinek to accept Ralph Lane in the Anderson-Sheltered Pines subdivision. Passed 3-0.
No action on the acceptance of the road in the DeHart sub-division. This will be done in the spring.
Attorney Alberg has not contacted the clerk on the changes in the mobile home park ordinance.
M/M Bartz/Huston to transfer $1,000.00 from Culture & Recreation to Health & Human Services. Passed 3-0
M/M Jelinek/Bartz to make the discussed changes for the hourly workers. Passed 3-0 (Wage sheet attached)
Assessor Caroline Lemke noted two tax errors:
Sondrom Family Trust for $113.63 due to a change in acreage and Lamer’s Lakeview Shores, Inc. $353.18 due to a building removed.
M/M Bartz/Jelinek to make the adjustments. Passed 3-0
Jelinek said that he feels the Town Code book needs to be updated.
Phil Schlachtenhaufen asked if the town could do something about the house across from him. The pipes had broke and flooded the house and it is now full of mold and mildew. It is in the process of foreclosure. He had talked to someone in the Lincoln County Health Dept. and was told that there is a state statute stating that if it would cost more than 50% of the value to bring up to code the town could ask that it be razed. No action was taken as this item was not on the agenda.
Huston said that he had talked to the road crew and that they had a verbal agreement that no smoking in the vehicles would be agreed upon by the parties involved.
