"UNAPPROVED MINUTES"

Plan Commission Meeting

February 28, 2005

6:30 P.M.

 

1.     Meeting called to order at 6:33 p.m. by Chair Smith. Hal Schrage and Caroline Lemke were absent.

 

2.     Motion by Gladwin and second by Jelinek to approve minutes of January 24, 2005 meeting as presented.  Motion passed 5-0.  Smith informed the group that she will provide the minutes for this meeting at a later date from the audio tape.  Gladwin offered to take the minutes at the next meeting if no one else will do so.

 

3.     No audience present for public comment on non-agenda items.

 

4.     Smith reported on WisLine Series February 17, 2005 session on Managing Wisconsin’s   Shorelands (NR 115 Update).  The Town and Commission were copied with session handouts and with the final version of the new Shoreland Ordinance as previously adopted by Lincoln County Board.  The State is still in the process of revising NR 115.  The locations of future public hearings to be held at various locations around the state for public comment were identified. There was no Action/Recommendation to Town Board.

 

5.     Smith reported on Lincoln County Planning & Zoning Committee February 7, 2005 meeting.  The Town was copied with the violations report and the financial report. Chair requested a large, three-ring binder to house future P & Z agendas & minutes at the Town Hall.  There was no Action/Recommendation to Town Board.

 

Mr. Bushar arrived at this time and was asked if he had any comment on non-agenda items.  He responded that he did not.   

 

6.     Smith conveyed Board approval of checklists/requirements for processing applications before the Plan Commission, including a Board decision to take no action on applications involving wetlands until the Town receives written copies of DNR/ACOE approvals. There was no Action/Recommendation to Town Board.

 

7.     Smith conveyed Board approval to pursue development of Town Land Division Ordinance to include:  minimum lot size, review of creation of parcels as few as one, and review of

 

         CSM’s.  Discussion initiated by audience member on Shoreland Ordinance implications.  The Chair suggested that all shoreland interpretation questions be referred to the Lincoln County Zoning Administrator. 

 

         Smith referred to recent discussions on enforcement of the Town’s Driveway Ordinance and asked if the Commission would like to discuss that issue at the next Commission meeting because it may have implications for enforcing a land division ordinance.  The Commission agreed that item should be placed on the next meeting’s agenda for discussion.   

 

         There was discussion with audience member over protocol rules for public participation.  There was no Action/recommendation to Town Board.

 

8.      There was discussion on Town adoption of new Zoning Code.  This item will be on each agenda until the Commission has a 

         recommendation for the Board.  There was no Action/Recommendation to Town Board.

 

9.     Informational Items from Commission members.  Eckman: Upcoming Wisconsin’s new Livestock Facility Siting Law seminar.

        Discussion of local implications.  Gladwin expressed interest in attending.  Jelinek:  Info from last Town’s Association District meeting

        available.  Smith: Attendance at Town’s Association meetings relating to Planning and Commission receipt of Association of newsletter.

        Eckman will make a copy of the newsletter for the Commission. 

 

 10.     Informational Items from Non-commissions members.  None were offered.

 

 11.    11.    Date of next meeting will be Monday, March 28, 2005 at 6:30 p.m.

  

 12.     Motion by Eckman, second by Gladwin to Adjourn.  Motion passed 5-0.
