Plan Commission Meeting
January 20, 2006
6:30 P.M.
Commissioners present; Ben Brown, Harry Gladwin, William Jelinek, Caroline Lemke, Chairperson Diana Smith
Commissioners absent; Ann Eckman, Hal Schrage
1. Chairperson Smith called the meeting to order at 10:03 AM
2. Minutes of the December 19th meeting were approved with two amendments; the spelling of the name Matuka was corrected to Matulka and the date of the Lincoln County Planning and Zoning Committee meeting corrected to December 8th. The motion to approve was made by Bill Jelinek, seconded by Caroline Lemke and passed with a 5 yes 0 no vote.
3. No public comment was given.
4. A motion was made by Harry Gladwin, seconded by Caroline Lemke to lay over election of officers until the April meeting or as directed by the Town Board. The motion passed by a 5 yes, 0 no vote.
5. The following concerns were raised with the new zoning code;
A. Contractors Shop should be included as a conditional use in a Planned Business District.
B. Tourist Lodging Facility: use defined in the code as daily as opposed to weekly, monthly or yearly rental; suggest a minimum lot size requirement be established; owner or manager must live on site.
C. Lack of Condominium coverage in the new code.
A motion was made to present these concerns to the Town Board by Harry Gladwin, seconded by Caroline Lemke. The motion was approved by a vote of 5 yes. 0 no.
6. The draft of the Land Division Ordinance was reviewed through section 4.3.4. The remainder will be reviewed and discussed at the next meeting.
Dan Bowers suggested in a phone conversation to add a separate section on condominiums. Specifically addressing density of developement, roads and other issues of concern.
7. Due to time constraints, the draft of a resolution for moratorium of major subdivisions until adoption of the land division ordinance was laid over to the next meeting.
8. Chairperson Smith reported on the Jan. 12, 2006 Lincoln County Planning and Zoning Committee meeting.
9. No informational items were given by Commission members.
10. No informational items were given by guests.
11. The next meeting date will be January 27, 2006 at 10:00 AM.
10. A motion to adjourn by Commissioner Jelinek, seconded by Commissioner Brown passed unanimously.
