Town Board Monthly Meeting

January 12, 2009   

6:00 P.M.

 

Chairman Jack Huston called the meeting to order. Present were Supervisors Bill Jelinek, Joan Hilgendorf and Kevin Koth.

 

Following the Pledge of Allegiance Phyllis Evans gave the treasurer’s report as follows:  Building & Office Equipment Fund - $43,141.55, Equipment Fund - $142,294.40, General Savings Account - $2,029,232.47, Checking Account - $66,111.20, Two Greenwood Cemetery CD’s - $100,000.00 and $10,918.58.Tax money collected - $2028762.12 M/M Hilgendorf /Koth to accept the report. Passed 4-0

 

M/M Hilgendorf/Huston to approve the minutes of the meeting on December 8th and 15th. Passed 4-0

 

M/M Jelinek/Hilgendorf to approve payment of vouchers #2059 through #2148. Passed 4-0.

 

M/M Koth/Hilgendorf to approve the operator’s license for Margo Dorgay and the Class B Combo for Big Moose Supper Club, LLC/Lena Dutton. Passed 4-0.

 

The town will continue plowing the driveway at the end of Nibler Road as it is used as a bus turn-around.

 

A discussion was held on the road crew working during vacation. No policy has ever been set.

During a meeting in December, Brian Gruhlke stated that he would be on vacation for two weeks, but as he was not leaving town he would come in, if needed. He came in three times to plow due to snowstorms.

Byron Lange and Robert Eisenman felt that you should not come in during vacation, that a sub should be called. Huston and Koth both said that if they are available and willing they could come in to work emergencies. Setting a policy for working while on vacation will be placed on the February agenda.

 

Byron Lange talked about how he had become involved as Road Consultant, what has been accomplished since he started and what still needs to be done. He feels that the town roads are much better than in any other town in the county.

 

Byron reported that the Corps of Engineers permit is back and a DNR water quality permit has been applied for on Sand Lane.

 

The problem with a driveway culvert on the Robert Hibbard property on Thomas Road has been cleared up.

 

M/M Hilgendorf/Huston to pay the following tax errors: Property given to the town and tax amount not removed - $1.42, Gtech-lottery machines are not considered personal property - $15.58, and a tax adjustment for Mitch Myers that did not get transferred to the assessment roll - $491.45. Passed 4-0.

 

The clerk will contact Country Insurance to see if they will carry the Worker’s Comp. insurance.

 

The board discussed the building specs for the cemetery storage building and decided that the roof peak will be centered, the siding color will be light slate gray with dark green trim, entry to the map area will be left as is, no window in the service door and the contractor will get prices on a fiberglass and metal garage door and bid accordingly.

 

Jelinek had prices for the new cemetery mower for the board to consider. It will be placed on the February agenda.

 

A columbarium at the cemetery was discussed, but would be expensive. The board then discussed a scattering garden and smaller plots for cremains burial.

 

The mobile home park license for Quest development will be placed on the February agenda.

 

M/M Jelinek/Koth to allow the Plan Commission chair up to 15 paid hours per month.

 

The clerk will contact Michael Sharlein and Jonathon Sprankles to see if they are still interested in working as subs at the Waste and Recycling sites.

 

There were no recommendations from the Plan Commission.

 

The clerk asked for clarification on purchases that were made. The brush saw will be charged to roads, the gas container to hall and the demolition of the old cemetery building will be taken from the cemetery building money that was placed in the building fund.

 

Don Gerum asked if the town would be willing to give him a small piece of land between his property and Dereg Road. He has had it surveyed and found that when Dereg Road was built it was moved to avoid low land. The board agreed and he is willing to pay all costs incurred.

 

Jelinek said that he brought in a box for small batteries so they can be sent in to be reprocessed and not end up in the landfill.

 

Chairman Huston appointed Kevin Koth to oversee the roads, as Huston will be on vacation part of February and March.

 

M/M Hilgendorf/Koth to adjourn. Motion passed 4-0.
