"UNAPPROVED MINUTES"

Town Board Regular Meeting

July 10th, 2006   

6:00 P.M.

   

Chairman Jack Huston called the meeting to order. Present were Supervisors Elsie Bartz, Bill Jelinek and Kevin Koth.

 

Following the Pledge of Allegiance Phyllis Evans gave the Treasurer’s report:  Building & Office Equipment Fund - $32,058.06 Equipment Fund - $14,622.56, General Savings Account - $152,002.66 Checking Account - $13,674.77, Indebtedness - $85,603.40.  Two Greenwood Cemetery CD’s - $135,416.53 and $10,135.76. M/M Koth/Jelinek to accept the report. Passed 4-0

 

M/M Jelinek/Koth to approve the minutes of the meetings of May 23rd and June 12th. Typing errors had already been corrected. Passed 4-0

 

M/M Huston/Koth to approve payment of vouchers #13492 through #13558. Passed 4-0

 

There were no license applications.

 

A.J. Theiler talked about the Eurasian Milfoil problem in Lake Mohawksin. M/M Koth/Jelinek to write a letter of support for a grant application. Passed 4-0.

 

M/M Huston/Jelinek to designate Supervisor Bartz to sign legal documents in the absence of the Chair. Passed 4-0.

 

Byron Lange reported that the blacktopping and shoulder work has been completed on Dereg and Swanson Roads. The intersection of Tannery and CTH. Hwy CC was finished in a cooperative effort of the City of Tomahawk, Lincoln County and the town. Byron met with a representative of Wisconsin Public Service to discuss the payment they want for moving an electric pole on Selmer Road. He has not heard back on it. He also said that the sharp corners on Dereg, Spirit Haven, Selmer and Roberts Roads should be edge striped. Shoulder clean up is being done on Kings Road. A meeting with the City of Tomahawk will be set to draw up a written agreement on maintenance of all the adjoining city/town roads.

 

A letter had been received from Attorney Reed who is handling the Sand Lane road problem, stating that he had not received a reply from his last letter to Jeff Arnold’s attorney.  M/M Bartz/Koth to send a letter to Attorney Reed to proceed with legal action to get the situation settled. Passed 4-0

 

Bob Eisenman stated that Willow Lane needs gravel before it can be graded again and that he feels that the city should provide it as the town has done the plowing and grading. City Engineer Mark Dochnahl was present and he will look into it.

 

M/M Jelinek/Bartz for the clerk to send a bill for repair of the Crystal Beach parking lot that was damaged to the District Attorney for reimbursement from the people that were arrested. Passed 4-0

 

M/M Bartz/Koth to sign the resolution for the Discontinuance of a Public Way for the Beach Road turn-around. The public hearing was set for August 21st at 8:00 A.M. Passed 4-0

 

There were two bids for tree cutting at the cemetery. Foley – 2400.00 to cut 16 trees and clean up, and Carstensen – 2500.00 for 15 trees, 6 trim and clean up. Supervisor Jelinek and Bob Eisenman will go out to check on what trees need to be cut or trimmed as they feel that too many have been marked. It will then be rebid.

 

Supervisor Koth reported that a new lock has been put on the gate at Crystal Beach as the other one had been cut. Ricky Bartz will be reimbursed for the rakes he bought for the ball fields at Kahle Park. It was suggested that any repairs to the parks should be done in this fall or early spring, not during the time when the parks are being used. Laurie Hoff put in a request for power to be run to the lower field at Theisen so they can sell concessions. John Swarmer offered to donate the needed electrical equipment. The cost of this will be looked into.

 

M/M Koth/Bartz to get ¼” lexon to replace the one that was broken in the school house at Kahle Park. Passed 4-0

 

Chairman Huston said that there is no problem with any unapproved items at Sunset Point Dump at this time.

 

A letter and a Certificate of Appreciation will be sent to Diana Smith in recognition of all the work that she did on the Plan Commission.

 

There were no recommendations from the Plan Commission.

 

The clerk will contact Experience Works to find out who is responsible for providing the tools that will be used and their work schedule.

 

M/M Huston/Koth to approve the mobile home permit for Frank and Anita Weyers at W6751 State Hwy. 86. Passed 4-0

 

The clerk said that Phyllis Evans will be at the hall on August 1st through the 3rd while the clerk and deputy clerk attend a mandatory SVRS seminar.

 

The clerk will write a letter to Lincoln County Zoning to ask that the old Fulsher School property and two properties on Bay Mill be looked at due to the number of complaints that have been received about the junky yards. Copies will be sent to Jim Alber and Bob Lussow.

 

The Public Service Commission will be contacted to see if something can be done about Wisconsin Public Service’s refusal to pay fire calls.

 

A letter will be sent to Don Hartwig telling him to remove the items that are placed in the right-of-way.

 

M/M Jelinek/Koth to adjourn. Passed 4-0
