Town Board Regular Meeting

July 13, 2009  

6:00 P.M.

 

Chairman Kevin Koth called the meeting to order. Present were Supervisors Joan Hilgendorf , Bill Jelinek and LeRoy Rupnow.

 

Following the Pledge of Allegiance Phyllis Evans gave the treasurer’s report as follows:  Building & Office Equipment Fund - $43,333.20, Equipment Fund - $142,881.35, General Savings Account - $85,961.43, Checking Account - $22,268.95, Cemetery Building - $20,918.45. Two Greenwood Cemetery CD’s - $100,000.00 and $11,533.08.

 

M/M Hilgendorf/Jelinek to approve the minutes of the meeting on June 8. Passed 4-0

 

M/M Hilgendorf/Jelinek to approve payment of vouchers #2485 through #2560. Passed 4-0.

 

M/M Jelinek/Rupnow to approve the operator’s license for Anthony Davidson. Passed 4-0

 

Hilgendorf said that Half Moon Lake District would like to drill a well deeper than 300 feet on the boat landing to pump water to fill the lake. She felt there would be liability issues if wells dried up as a result. She will contact John Penn to let him know that they may not use the boat landing.

 

There are also concerns about the Half Moon Lake boat landing, as people cannot get their boats out of the water. The boat slabs are out of the water and there is nothing the town can do.

 

M/M Koth/Hilgendorf to reimburse Supervisor Rupnow for his room and mileage for the WTA Convention in Stevens Point. Passed 4-0

 

M/M Koth/Hilgendorf to sign the papers for the Spirit Haven boat landing improvement grant through WVIC. There will be no cost to the town. Passed 4-0

 

M/M Hilgendorf/Jelinek to approve the mobile home permit pending a building inspection by David Hilgendorf for Joel and Theresa Novitski. Passed 4-0

 

M/M Koth/Rupnow to approve the mobile home permit for Pete and Blanche VanRyen contingent on Lincoln County Zoning approval and building inspection by David Hilgendorf. Passed 4-0

 

No action was taken on the Oneida County Solid Waste agreement as the board felt that any agreement should be negotiated between Oneida County and the town.

 

Several people form the Deer Lake Road area questioning the cutting of the marked trees. It was explained that the road would be resurfaced to 22 feet wide with a two-foot shoulder. The cutting is necessary for ditching to solve some water problems, safety and liability reasons. Also for snowplow room and to keep the ice off the road in the winter. Byron Lange also said that the town would be cutting back to the top of the bank going into Deer Lake Road and at the intersections for a clear vision triangle. He said that if we are going to do the road we have to do it right, or not at all.

 

A letter will be written to Rusty Kaufman concerning the condition of his yard due to complaints. A copy will be sent to Lincoln County Zoning.

 

The agreement with Langlade County to stripe Peaceful Valley Road was signed by the board.

Byron Lange reported that as soon as the permits arrive from the DNR work will be started on Sand Lane and the clerk will send the check to Jeffrey Lewis. American Asphalt will pave a small section on Heafford Road and N. The cost will be shared with Lincoln County. There is a large dip in Ridge Road that will have to be dug out, refilled and resurfaced. American Asphalt will also do that. The grubbing is finished on Alery Road. The board agreed to give Allied more time to finish the crack filling as they have had several mechanical breakdowns. They are about ¾ finished.

Jelinek reported that the building at the cemetery is finished and that he is looking into a memorial plaque for Genevieve Olson to display on the building. A tabletop has been ordered for the cemetery books.

 

Hilgendorf said that Kahle Park is looking good and most of the repair work has been finished. Brian Gruhlke said that he noticed that the concession stand roof needs replacement. The new sign is up at the hall and landscaping brick is being put around the flag pole and shrubs to replace the railroad ties.

 

Plan Commission Chair Harry Gladwin reported that there have been no regular meetings the last couple months as there have been no applications and no meeting planned for July. Some of the commissioners attended the Quadrant meeting. The zoning map is being worked on by Lincoln County Zoning.
