June's Board Meeting Minutes
Town Board Meeting
June 14, 2004
6:00 P.M.
Bradley Town Hall
Chairman Jack Huston called the meeting to order. Present
were Supervisors Elsie Bartz, Bill Jelinek and Kevin Koth.
The Pledge of Allegiance was recited.
Dick Klimek noted that he would like to talk about speed
signs on Heafford Road later in the meeting.
Treasurer’s report: Equipment Fund – $76,699.87
Reserved for Gravel - $70,000.00 Building Fund - $5,145.87 General Savings -
$218,319.41; Checking Account - $30,195.70, Greenwood Cemetery CD’s -
$135,416.53 & $9,697.43. Indebtedness - $253,180.19.
M/M to accept report. Koth/Jelinek 4-0. The Treasurer noted that a check
for $10,200.00 of the $70,000.00 for gravel crushing has been written in June.
M/M to approve minutes of previous meetings of May 10th
and 12th. Bartz/Koth/ 4-0
M/M to approve payment of vouchers #11604 through #11689. Bartz/Koth 4-0
M/M to approve the license applications as printed. Koth/Jelinek

There was no correspondence
No one was present from the Lion’s Club to discuss the picnic tables.
M/M to approve the Fireworks Permit
applications of Ken Kenworthy and Michael Smith. Bartz/Koth 4-0 Copies will be
sent to the Sheriff’s Dept.
M/M to authorize the computer
purchase for Clerk’s office. Koth/Jelinek 4-0
The Board approved the DNR signs
for the Half Moon Lake boat landing.
Lisa & Walt Ammerman appeared to discuss using Graf Rd.
to connect to ATV trail. They stated that they had permission from Alan
Heikkinen for property access for snowmobiles and ATV’s and that they have
been in contact with the Forestry Dept. to discuss opening a trail. The Board
asked that they come back to a board meeting when they get approval from the
Forestry Dept.
Byron Lange reported that he met with the Public Service, the
fiber optics company and Verizon for the Crass Road work.
Some gravel has been crushed and Duffek Excavating will be
crushing the Crass Road hill and the gravel will be used on Tannery Road.
The State is looking into the stop sign problem on Tannery
Road and Hwy. 8. They will be getting back to Byron.
It was also noted that Bociek’s had installed floodlights
by their sign that are shining on the road, which could be a safety concern.
This will be looked at.
Huston noted that the shoulder on Short Road is bad and also
a corner on Graf Rd. On Kraft the shoulder will be looked at as the mail person
has been riding the shoulder and it could possible break up the blacktop.
M/M to have Byron arrange for Lincoln County Highway Dept. to
do the crack filling and that the Town road crew work with them. Huston/Koth.

The agreement form for a permanent easement on town road
right-of-way will be placed on the July agenda.
Chairman Huston will call Gary Hilgendorf about an entrance
roof on addition.
Supervisor Bartz reported that there is no new information on
the library issue.
Estimate for a new base for Greenwood Cemetery sign will be
placed on the July agenda.
An ad will be placed in the paper for relief workers for
Waste & Recycling sites.
Koth will check into replacing the shelter at Tannery Waste
& Recycling site.
M/M to obtain a web domain enhanced version at a cost of
$14.95 per month. Koth/Jelinek 2-2 The motion failed with Huston and Bartz
voting no.
Koth reported that Bill Wengeler from Lincoln County Forestry
has approved the building of a shelter at Theisen Park. It will now go to the
Lincoln County Board for approval.
The fencing is complete at Theisen Park.
The Town received a donation of picnic tables and extra
boards from Louis Miller. A thank you letter will be sent.
It was suggested that a cement slab be poured for the picnic
tables at Kahle Park.
The boys from Lincoln Hills have been working at the parks.
New bases will be purchased for Heafford.
The Board decided that requests for plan map changes could be
processed by two of the Plan Commission members. The hearings on these changes
will be held prior to a regular Town Board meeting.
Byron Lange will check into the request by Dick Klimek to
reduce the speed limit on Heafford Road.
Joe Trapp said that he had checked into water testing and it
is again available at a cost of $33.00 for over 40 tests and $35.00 for less
than 40. Several people volunteered to help with the program, so it will be
looked into further.
