Plan Commission Meeting

March 28, 2005  

6:30 P.M.

 

Commissioners present; Ben Brown, Harry Gladwin, William Jelinek, Chairperson Diana Smith

Commissioners absent; Ann Eckman, Caroline Lemke, Hal Schrage

 

 

1. Chairperson Smith called the meeting to order at 6:36 PM

 

2. Minutes of the February 28, 2005 meeting were approved. A motion by Bill Jelinek, seconded by Harry Gladwin passed unanimously.

 

3. No public comment was given.

 

4. Tom Arnott and Mrs. Czaja were present and expressed concerns how a Contractor Shop would fit in a Planned Business District and what would happen when future expansion or sale was contemplated. Dan Miller suggested we change Planned Business into General Business Districts so that a Contractors Shop would be a permitted use. The commission was concerned with loss of review of possible uses if this happened. A motion was made by Harry Gladwin, seconded by Bill Jelinek to hold a special information meeting with Dan Miller and the Town Board to discuss differences between Planned Business, General Business and how Contractors Shops would fit in both designations. The motion passed unanimously.

 

 5. Chairperson Smith reported on the March 17, 2005 WisLine Series, Recent Case Law. She discussed changes which include reduction of restrictions on applicants. No action / recommendation to the Town Board is necessary.

 

 6. Chairperson Smith reported on the March 3, 2005 Lincoln County Planning & Zoning Committee meeting. No action /recommendation needed.

 

7. A motion was made by Bill Jelinek, seconded by Harry Gladwin to include in the report to the Town Board a question about enforcement of the Town Driveway ordinance and enforcement of a proposed Land Division ordinance. The motion passed with three votes for and one against.

 

 8. Chairperson Smith reviewed the Greenville Subdivision Ordinance, Commissioner Gladwin reviewed the New Glarius Ordinance, commissioner Jelinek Reviewed the Sun Prairie and Tainter ordinances. Little applicable information was added to our three questions.

 

9. No informational items were given by commission members.

 

10. No informational items were given by non-commission members.

 

11. The next meeting is scheduled for April 25th  unless the County schedules an informational / workshop meeting on the new code before this date.

 

12. A motion to adjourn by Commissioner Jelinek, seconded by Commissioner Brown was passed unanimously.
