Town Board Regular Meeting
May 14, 2007
6:00 P.M.
Chairman Jack Huston called the meeting to order. Present were Supervisors Joan Hilgendorf, Bill Jelinek and Kevin Koth.
Following the Pledge of Allegiance Phyllis Evans gave the treasurer’s report as follows: Building & Office Equipment Fund - $36,903.89 Equipment Fund - $11,716.45, General Savings Account - $160,2138.99 Checking Account - $83,151.62 Two Greenwood Cemetery CD’s - $135,416.53 and $10,539.68. M/M Hilgendorf/Koth to accept the report. Passed 4-0
M/M Jelinek/Koth to approve the minutes of April 10th. Passed 4-0
M/M Hilgendorf/Huston to approve the payment of vouchers #14156 through #14128. Passed 4-0
M/M Koth/Jelinek to approve the liquor license for Billy Bob’s of Tomahawk LLC, (William Eastwood) formerly Don’s Nokomis Inn. Passed 4-0
The clerk read a card from Mary and Pat O’Neil thanking the road crew for clearing and plowing the roads during the winter.
M/M Koth/Hilgendorf to approve the final plat for Northern View Estates. Passes 4-0
The board acted on the following recommendations from the Plan Commission:
M/M Hilgendorf/Jelinek to hold a public hearing June 11th at 5:45 on the zoning change request by Robert / Larry Schmidtbauer of parcel # 004-3506-131- 9967 from (RL4) to (RR3). Passed 4-0
M/M to approve the minor subdivision request by Robert Schmidtbauer of parcel # 004-3506-131-9966. Passed 4-0
M/M Koth/Huston to approve the minor subdivision by Ella Rapel of parcel#04.043506.018.070.00.00. Passed 4-0
M/M Hilgendorf/Koth to approve the Conditional Use Permit request by The River Valley State Bank of Merrill, WI for parcel # 04.143506.010.002.00.00 (formerly known as the Tomahawk Speedway) with the following conditions:
A. Hours of operation of the racetrack facility shall be limited to Fridays from 5 pm to 11 pm during the months of May through September. Up to 5 additional special events between 9 am and 11 pm. may be scheduled.
B. Racing will be limited to Automobiles only unless special permits are applied for and approved by the Town of Bradley and Lincoln County.
C. Dust control shall be used, such as spraying of the track with water, any time fugitive dust is a potential on racing days.
D. All lighting shall conform to section 17.5.04 of the Lincoln County zoning ordinance.
E. Emergency services shall be present at the facility whenever racing events are occurring per insurance requirements.
F. Hours of operation of the go cart track will be 4 pm to 9 pm. All engines must be equipped with mufflers.
G. The public address system shall be constructed and controlled so as to be non-offensive to the surrounding community.
It was also noted by the Plan Commission Chair Harry Gladwin that the condition by Lincoln County Zoning that “an earthen berm or wooden solid fence, measuring a minimum of 8 feet in height shall be installed along the west property line to dampen noise levels from the property” be omitted as the neighbors do not want a fence in their back yards and also the condition of “no expansion of the track may occur without first submitting a plan, including erosion control, storm water retention and specific layout for department approval” be omitted. Passed 4-0
The clerk will contact the adjoining property owner by Theisen Park to set up a meeting do discuss the moving of the playground equipment.
Kings Road and Stone Road will tentatively be blacktopped the week of May 29th.
Bob Eisenman told the board that he would need to purchase boat slabs for Half Moon Lake boat landing.
M/M Jelinek/Koth to accept the low crack filling bid from Fahrner Asphalt of $1.10 per pound. Passed 3-0 with Hilgendorf voting no.
M/M Koth/Huston to accept the low bid for grubbing Koth Road – Schoone $5,392.00, Peaceful Valley Road – Duffek Excavating, $6,180.00 and Beach Road – Bethel Excavating, $1,980.00. Passed 4-0.
M/M Koth/Huston to have Byron contact Rob Akey for the engineering needed for Peaceful Valley Road. Passed 4-0
M/M Hilgendorf/Koth to pay the taxes on the double assessment of $107.73 to Robert Schmidtbauer and $108.00 to the Lincoln County Treasurer due to an error by Lincoln County Land Description. Passed 4-0
M/M Jelinek/Koth to purchase a folding machine, as Lincoln County will no longer be folding the taxes and reassessments. Passed 4-0
M/M not to charge and fees for the use of the parks by adult ball teams. Passed 4-0
Hilgendorf/Koth to approve the mobile home permit for Tom Gronna. Passed 4-0
Jelinek will meet with Jim Kincaid to go over the cemetery rules and update them.
Jelinek reported that spring clean up at the cemetery is being done. Picnic tables have been placed on the west side and by the river.
Koth reported that Kahle Park has been mowed and that Crystal Beach area and Theisen have been thatched.
Phyllis Evans will clean Kahle Park for the upcoming parties.
Hilgendorf is looking into replacement flooring for the hall and will check on possible spraying the building for insects.
Lynn Zimmerman will be planting again this year by the Serenity Pond at the cemetery.
The clerk reported that Louis Miller from East Bay Estates had contacted her and would like to dedicate out lot number 1 to the Town of Bradley. As the board is interested she will contact Mr. Miller and ask that he have the papers drawn up and it will be placed on the June agenda.
