Town Board Regular Meeting

November 9, 2009  

Immediately following the Budget Meetings

 

Chairman Kevin Koth called the meeting to order. Present were Supervisors Joan Hilgendorf, Bill Jelinek and LeRoy Rupnow.

 

Following the Pledge of Allegiance Phyllis Evans gave the treasurer’s report as follows:  Building & Office Equipment Fund - $37,982.43, Equipment Fund - $70,756.98, General Savings Account - $2603.00, Checking Account - $174670.01, Cemetery Building - $20,233.01, Greenwood Cemetery CD’s - $100,000.00 and $11,533.08.

 

M/M Rupnow/Jelinek to approve the minutes of the meeting on October 19th. Passed 4-0

 

M/M Hilgendorf /Jelinek to approve payment of vouchers #2777 through #2843.Passed 4-0.

 

M/M Hilgendorf/Koth to approve the operator’s license for Jeffrey Lotz and the change of agent to Jeffrey Lotz for Fishbones. Passed 4-0

 

M/M Hilgendorf/Rupnow to approve the conditional use permit by James Bayer to construct an accessory building greater than 1,500 square feet with the conditions set by Lincoln County Zoning and recommended by the plan commission. Passed 4-0

 

Plan Commission Chair Harry Gladwin said there would be a rezone request from Rick Beatty at the November 23rd meeting.

 

Byron Lane reported that snow fence posts have been put in and the road workers are cutting on Deer Lake Road. Review of the winter maintenance policy will be placed on the December agenda.

 

Jeff and Janet Lewis were here with concerns about Sand Lane. They would like to have no parking signs placed on both sides of the road. The board had received letters from five property owners stating that they did not want “no parking” signs on either side of the road. Mr. Lewis felt that it was a safety factor and he had sent articles from OSHA and NFPA that gave road and driveway widths for emergency vehicles and where signs should be placed. They also felt that the motion made at the April meeting was for “no parking signs” on both sides the rooad.

 

Koth noted that these articles were advisory only and not compulsory. The state statute for roads is: 20 foot road width with a 16 foot surface. Sand Lane is 20 foot surface with two foot of shoulder. Nothing about “no parking” signs. He also said that none of the roads in the town have no parking signs on both sides of the road with the exception of Nokomis Drive by the Bradley Dam boat landing and those signs were put up by WVIC. The Tomahawk Fire Department does not have any regulations.

 

Hilgendorf said that when she made the motion it was for the turn-around it was not her intention to include both sides of the road. Jelinek agreed that he had understood the motion was to only be for the turn-around.

 

Following the discussion it was agreed that the road supervisor and Kevin will meet with Mr. Lewis on November 13th at 3 P.M. to set a location for a “no parking” sign with an arrow to avoid their driveway from being blocked.

 

Jelinek explained slight changes in the recycling contract with Northern Waste. He said that the changes that were agreed to two years ago had been included in a separate letter and now they were written into the contract. An additional collection bin was also added. M/M Jelinek/Hilgendorf to sign the contract for 2010 and 2011. Passed 4-0

 

Hilgendorf reported that the roof on the shelter at Kahle Park was finished, the new locks had been installed at the hall and the window in the assessor’s office had been caulked.

 

Joan Gursti from the Harrison Hills ATV club asked that they be added to the December agenda. They are asking that some of the roads in the town be opened to ATVs. They are looking to have routes that will go into the city.
