October's Board Meeting Minutes
Town Board Meeting
Monday, October 11, 2004
6:00 P.M.
Chairman Jack Huston called the meeting to order. Present were Supervisors Elsie Bartz and Bill Jelinek. Kevin Koth was absent.
There was no public comment.
Phyllis Evans gave the treasurer’s report: Equipment Fund – $125,014.10 Reserved for Gravel - $25,784.50 Building Fund - $10,187.91General Savings - $128,756.48; Checking Account - $52,826.54, Greenwood Cemetery CD’s - $135,416.53 & $9,697.43. Indebtedness - $253,180.19. Bartz/Jelinek 3-0.
M/M to approve the minutes of 9-13, 9-23 and 9-27. Bartz/Jelinek 3-0
M/M to approve the payment of vouchers #11911 through #11985. Bartz/Jelinek 3-0
There were no license applications or correspondence.
M/M to approve the Conditional Use Permit for a proposed major sub-division off Wadell Road with the following conditions:
1. Town receipt of Army Corps of Engineers and DNR approvals.
2. Town receipt of positive soil tests.
3. Developer to provide a developed public access to the Wisconsin River. Town will assist in obtaining DNR permits when provided with DNR requirements for permits.
4. Dedicated parking area for public access, specifics to be defined by Town’s Highway Consultant.
5. Developer to raise the roadbed of proposed Maple Ridge Road by one foot of sand lift per highway consultant specifications.
6. Address the concern over increased traffic on Wadell Road.

Byron Lange reported that the blacktopping is completed on Crass Road and recycled blacktop will be hauled in on the area not yet blacktopped.
M/M for Bob Eisenman and Byron Lange to meet with the clerk to draft a written agreement with the Town of Nokomis concerning the maintenance of the East Bay Lane/Back Bay Circle. The cost of future maintenance will be split between both towns and the Town of Bradley will have voice maintenance. The two towns will alternate the plowing. In the absence of the Chairman, Supervisor Bartz will sign the agreement. Bartz/Jelinek 3-0
Pat Erickson appeared asking for a ATV trail for her own use from Sunset Point to Loop Road. M/M that the request be denied at this time. Bartz/Jelinek 3-0
Questions for a requested to open a portion of Graf Road was discussed. A copy will be given to Mr. Ammerman who had made the request.
Golf carts on roads near golf courses will be placed of the November agenda, as the Board has not had time to review the information from the town’s attorney.
The town’s attorney is still looking at the State Statutes in reference to the sale/abandonment if a portion of Apache Trail.
The Board will set up a separate meeting to discuss drafting a permanent road easement application.
Supervisor Jelinek will look into the cost of a small building for use at the Tannery Waste site.
The part-time custodian will be placed of the November agenda.
M/M to reimburse Phyllis Evans $50.00 for the mini-refrigerator. Huston/Bartz 3-0
Supervisor Bartz reported that the Library Committee had met and will not appeal the court decision. They will look into getting the law changed.
Supervisor Bartz reported that the cemetery sexton has been preparing the cemetery for winter.
There wasn’t a park report due to the absence of Supervisor Koth.
