Town Board Regular Meeting
October 13, 2008
6:00 P.M.
Chairman Jack Huston called the meeting to order. Present were Supervisors Joan Hilgendorf, Bill Jelinek and Kevin Koth.
Following the Pledge of Allegiance Phyllis Evans gave the treasurer’s report as follows: Building & Office Equipment Fund - $35,711.72 Equipment Fund - $77,939.30, General Savings Account - $130,833.59 Checking Account - $113,630.05 Two Greenwood Cemetery CD’s - $135,416.53 and $10,918.58. M/M Hilgendorf/Jelinek to accept the report. Passed 4-0
M/M Jelinek/Huston to approve the minutes of the meeting on September 8th and 15th and October4th. Passed 4-0
M/M Koth/Jelinek to approve payment of vouchers #1847 through #1929. Passed 4-0.
M/M Koth/Hilgendorf to approve the operator’s license for Edward Besse. Passed 4-0
Road Consultant Byron Lange reported that the permit for the wetlands on Sand Lane has been applied for, WPS will be moving two poles and putting in the underground cable.
Beach Road has been graded and shaped.
Alber Road has been graveled and will be pulverized.
Willow Lane is graveled and brushed and needs to be detailed with the gradeall.
Peaceful Valley Road – Duffek will be touching up the shoulders.
Wadell Road – Byron questioned the private road that will be in the sub-division. Harry Gladwin explained that there would be a covenant between the developer and the buyers pertaining to the road. Byron thought that all roads in sub-divisions had to be town roads.
Jeff Frick is concerned that there is no way for the bus to turn around at the end of Sunset Point Road as the bus company no longer has permission to use the private driveway. The boat landing area was checked, but does not allow enough room for the bus. Jack said that he, the road supervisor, Byron, and the bus company owner had spent about two hours out there looking for a solution. The bus company has the names of the property owners and will be contacting them to see if they can get their permission to use a driveway for a turn around.
The concrete in the right-of-way on Rapel Road has been removed.
M/M Hilgendorf/Koth to approve a letter requested by of Lester Schmit, concerning placing survey irons in the roadbeds. Passed 4-0
Harry Gladwin gave the Plan Commission report and recommended approval of the C.U.P. for Tim Karschney to allow a camper on his lot for longer than 60 days in an RR2 district with the following conditions:
A. A septic system, privy or other approved waste treatment devise shall be installed on the property for the camper following the issuance of a sanitary permit.
B. Only one camper may be located on the property. The second camper will be removed by the end of October 2008.
C. The camper shall be removed from the property 2 years of the date the permit issuance and either replaced with a dwelling, or the property may remain vacant, or another conditional use permit may be sought for a camper if it is intended to remain for a period longer than 60 days on a calendar year.
M/M Koth/Hilgendorf to approve the permit with the conditions except to change the removal time from 2 years to 5 years to agree with Lincoln County’s recommendation. Passed 3-1 with Jelinek voting no.
M/M Koth/Jelinek to pay Northern Power & Electric one-half of the contract for lighting replacement in the shop, with the remainder to be paid at completion of the job. Passed 4-0
M/M Hilgendorf/Koth to sign the Ordinance to Appoint Alternate Members for Board of Review naming Elsie Bartz, Phyllis Evans, Byron Lange and Robert Eisenman. Passed 4-0
M/M Koth/Hilgendorf to raise hourly wage rates for hired workers by 3% (rounded off) except for union members, which are covered under their contract. Passed 4-0
M/M Koth/Jelinek to purchase a plaque to be placed by the memorial tree for Vic Soyko. Passed 4-0
Jelinek reported that they are still mowing and cleaning up at the cemetery.
M/M Jelinek/Huston to have Arnott Trucking take down the old building at the cemetery, some trees, and remove the cement and posts that are underground for approximately $1500 to $2000.
Passed 4-0
Koth reported that all the parks are closed.
Hilgendorf said that Gina Gruhlke is doing a good job cleaning.
A complaint was made that Red Pine Road is not being graded and is rough.
M/M Hilgendorf/Koth to adjourn. Motion passed 4-0
