Town Board Regular Meeting

October 10, 2011  

5:30 P.M.

Chairman Kevin Koth called the meeting to order. Present were Supervisors Joan Hilgendorf, Robert Eisenman and Bill Jelinek.

In the treasurer’s absence the clerk gave the treasurer’s report as follows:  Building & Office Equipment Fund - $59,787.97 Equipment Fund - $270,541.36 General Savings Account - $148,550.80, Checking Account - $124,736.86, Cemetery Fund - $19,755.44, Playground Fund – $6,900.00. Greenwood Cemetery CD’s - $100,000.00 and $12,021.55.  

M/M Hilgendorf/Eisenman to approve the minutes from the September 12th meeting. Motion passed 4-0

M/M Koth/Hilgendorf to approve payment of vouchers #4207 through #4274. Motion passed 4-0.

There were no license applications or correspondence.

Plan Commission Chair Harry Gladwin reported that the commission recommends the approval of the Corbin zoning change request. Requests for  minor sub divisions from Tom Behling and Lowell Bradfish will be reviewed and a conditional use permit for Len Meyers will be reviewed at the October 24th meeting.

Clarann Stocker had concerns about the easement road near her property on Half Moon Lake Road. It is not near the land that the Corbin’s are requesting the zoning change. She was told that her deed would give her that information and that she could call Lincoln County Zoning with further questions.

M/M Koth/Hilgendorf to approve the zoning change request of Patricia and Kent Corbin for a 42.45 acre parcel from Forestry to RR4. Motion passed 4-0.

M/M Hilgendorf/Koth to approve the purchase of a barcode scanner for tax collecting and elections. Motion passed 4-0.

Chairman Koth made the appointments to the Fulsher Sanitary District as follows: President – Rob McAllister , V. President – Jon Corder  and Secretary – Lisa McAllister.

Byron Lange reported that the patch on Crass Road will not be blacktopped until American Asphalt finishes their state project. Depending on the budget, Red Pine and Norton Roads might be grubbed yet this year. WPS contacted Brian Gruhlke about placing a transformer in an area near the turn-around on Ella Road, Brian will meet with WPS for placement.

Dave Lemke will survey the Bay Mill Boat Landing to see if there is room for overnight parking spaces.

M/M Koth/Hilgendorf to accept the offer of $35,254.03 for the 2002 Sterling truck. Mid State Trucking offered $30,000.00 before 1/1/2012 and $28,000.00 after 1/1/2012. Motion passed 4-0.

M/M Hilgendorf/Eisenman to accept the grubbing proposal for $6,750.00 from Arnott Trucking. Schoone’s proposal was $26,129.00. Motion passed 4-0.

M/M Hilgendorf/Eisenman to adopt the Resolution for Adopting Employee Grievance Procedure, #11-4. Motion passed 4-0

Bill Jelinek said that Tom Bauman would like to present a proposal for lawn care at the Greenwood Cemetery. They will meet to discuss this.

Hilgendorf said that the painting is finished and the water has been turned off at Kahle Park. She also said that Gary Hilgendorf will be working on the outside hall lights. The clerk will contact Radloff Cleaning Service to clean the hall carpets. We will also have to look for someone to clean the town hall, as the person currently doing the cleaning will be finished at the end of December.

The 2012 proposed budget was discussed. The 2012 annual budget meeting will be held November 14th before the regular monthly board meeting.

Koth will set up a phone conference with the General Teamsters representative to discuss wage increases.

The clerk reported that she is having problems billing out for fire calls as she is not getting names of responsible parties from the fire department, just Sheriff’s call numbers. The Sheriff’s department has not been responsive in her request for the needed information.
